The main goal of the EC program is to help students communicate in both written and oral English. In order to do this, ICC believes that students should have a good foundation in the grammar and structure of the language and also gain knowledge of American culture.

Students take a placement test upon arrival and are placed in one of the eight levels offered from Beginning 1 to Advanced 2. Most students spend an average of two terms in one level.

Students in this popular, intensive, eight-level program can develop speaking, listening, reading and writing skills for general use.    The program is offered full-time (Monday to Friday) and part-time (Monday to Thursday) for four hours daily. Low-Intermediate to Advanced 2 classes are held in the morning: Beginning 1 to Low-Intermediate 1 students attend classes in the afternoon. From Monday to Thursday, classes focus on basic skills. On Fridays, the classes integrate all the skills in theme-based classes in which students study aspects of American and Hawaiian culture and life.
